The commentary responds to Chater and Christiansen’s target article “Social tinkering: The social foundations of cultural complexity.” We argue that spontaneous order through accumulated innovations can explain regularities, but not the normativity of complex social systems, and we propose an action-based account of how such normativity emerges.
